1. General provisions

1.1. This provision defines the procedure for organizing and holding the International Digital Olympiad «Volga–IT`2023» (here in after referred to as the Olympiad).

1.2. Olympiad competed above among Russian Federation citizens and foreign countries, who was born from 2000 to 2007 inclusive.

1.3. The organization and conduct of the Olympiad are managed by the organizing committee for the preparation and conduct of the International Digital Olympiad «Volga–IT`2023» (after referred to as the organizing committee).

1.4. The address of the official website of the Olympiad in the information and telecommunication network «Internet» https://volga-it.org (after – the website of Olympiad).

1.5. The official language of Olympiad is Russian language.

2. The goals of the Olympiad

The Olympiad is held in order to:

2.1. identification of initiative and talented youth in the field of digital and information technologies;

2.2. verification and improvement of professional knowledge of participants;

2.3. creation of a personnel reserve of young specialists in the field of digital and information technologies;

2.4. support for graduates and students of technical specialties of educational organizations;

2.5. increasing the prestige of the IT specialist profession.

3. The disciplines of the Olympiad

3.1. Backend development: Web API;

3.2. Web Design;

3.3. 1С Programming;

3.4. Telecommunications and Information Security;

3.5. Artificial Intelligence and Data Analytics.

4. Participants of the Olympiad

To participate in the Olympiad, participants need:

4.1. register on the Olympiad website and apply for participation;

4.2. fill out the participant’s questionnaire, specifying the subject of the Russian Federation, or a foreign state on the territory of which the potential participant of the Olympiad lives; the name of his educational institution; contact phone number, email address; consent to the publication and processing of his personal data. Filling out the questionnaire of the participant of the Olympiad means the fact of agreement with the rules of the Olympiad;

4.3. receive an invitation to participate in the Olympiad. Invitation sent by the organizing committee within three working days from the date of registration on the Olympiad website to the participant’s email address specified during registration, after checking the questionnaire for completeness and correctness of the specified data. In case of inaccuracy of the specified data of the participant or violation of the rules of participation, the organizing committee reserves the right to reject the participant’s application.

5. The order of the Olympiad

5.1. The Olympiad will be held in three stages: qualification, semi-final and final.

5.2. The qualification stage takes place in the format of online testing in the period from 01.09.2023 to 30.09.2023. Participants of the qualification can take part in any number of disciplines. The results of the qualification are not taken into account in the overall rating and are necessary for the self-determination of participants.

5.3. The semi-final stage is held in the format of correspondence homework in the period from 07.10.2023 to 31.10.2023. Following the results of the semifinal stage of the Olympiad, all participants will receive personalized digital certificates indicating the number of points scored at the Olympiad. 100 people who have scored a passing score will be selected, who will receive an invitation to participate in the final stage. The passing score is determined by the organizing committee for each discipline, depending on the results of the semifinal stage. If the selected participant refuses to participate in the final stage of the Olympiad, the right to participate in the Olympiad is granted to the participant who scored fewer points, the next one below in the ranking.

5.4. The final stage is held in person in the period from 28.11.2023 to 02.12.2023 in the city of Ulyanovsk.

5.5. The stages of the Olympiad competitions are the implementation of a series of competitive tasks on electronic computing facilities.

6. Evaluation of competitive works of the final stage

     6.1. The evaluation of competitive works is carried out by the organizing committee according to the rules of disciplines posted on the Olympiad website.

     6.2. According to the results of each task, the participants of the Olympiad are awarded points. The number of points awarded depends on the complexity of the completed task and the specific criteria for evaluating competitive works for each of the nominations.

The winner in the discipline is determined by adding points for all tasks. The participant who scored the most points in the discipline is declared the winner.

The winner in the team competition is determined by adding up all the prizes that the students of this educational institution have taken. The educational organization whose students have won the largest number of prizes is declared the winner in the team competition.

Following the results of the final stage of the Olympiad, all participants will receive personalized electronic certificates indicating the number of points scored at the Olympiad.

The participants who took the first three places in each of the disciplines are awarded honorary diplomas of the winners.

     6.3. The results of the evaluation work of the organizing committee are drawn up by the secretary in the form of protocols and orally brought to the attention of all participants of the Olympiad on the day of summing up.

7. Final provisions

7.1. By taking part in the Olympiad, the participant agrees to all the rules of the Competition.

7.2. By participating in the Olympiad, the participant grants the right to perform any action (operation) or a set of actions (operations) performed with or without the use of automation tools with personal data, including processing (including collection, recording, systematization, accumulation, storage, clarification (updating, modification), extraction, use, transfer (distribution, provision, access), depersonalization, blocking, deletion, destruction of personal data), at the same time, a general description of the above methods of data processing is given in Federal Law No. 152-FZ of 27.07.2006 “On Personal Data”, as well as for the transfer of such information to third parties, in cases established by regulatory documents of higher authorities and current legislation.

7.3. All entries are licensed under the terms of the GNU General Public License version 3 (GNU GPL v3) and are published on the Olympiad website.
